Buffs/Debuffs Continuing Through Rounds

I haven't been able to determine if the subject is supposed to happen or not. Far as I can tell, it's not, as I've had a buff continue through a round into the next one only one time (in spite of efforts to the contrary), and only one time (just a minute ago) had a debuff continue through. The debuff one happened in Cantina, two, table A. The grenade from one of the mobs went through to round two and exploded.

So as I'm not sure what's intended, just FYI I guess.
