I'm pretty sure new aurodium and chromium heroes are done. No more to be added. The tournament is now the main place for new heroes, and why not when you have people spending $3500 for a single hero.
Also, with ships coming out, I'm positive that's where new chromium and aurodium packs will come out. Specifically for ships. Have 30 ships on release (really not that hard) with a mix of basic ones and then exclusive ones, such as regular farmable Tie fighter and x wing, and then exclusive Wedge x wing or Vader Tie advance. People would definitely buy them.
I guess take a little longer, but like I said no lottery!

It is. That's how I maxed him after getting double the shards for maxing SF/Echo in my endeavor to get him through Chromiums. And a whole lot of maxed + toons, toons I didn't even bother leveling or promoting.
Don't worry guys, I've been working on buying him for 320 crystals a pop, based on past results, I should hit 7 star in around 10 days so that's obviously when he arrives in GW shipments
