Shards and Star

Ok, I'm sure it is in here somewhere, but i couldn't find it and I need some help understanding a characters star count.

Is there a benefit of delaying character leveling until a higher star count can be achieved? Should I wait to level character xxxx until I obtain a higher star level, or will gains be retroactive if I obtain the stars after leveling?
