Rancor Devour cooldown broken?

We're on phase 3 of the Heroic Rancor and his Devour still had a 2 on it. However, he just took a turn and gobbled up Teebo. I haven't paid that close attention before but he shouldn't have devoured on that turn should he have?

The cooldown lowers when he does his AOE and it is reduced by 1 for every unit that is below 50% health after the attack IIRC

His AEO move reduced his devour cooldown by 1 for every character he brings below half health, so if he using it and took atleast 2 characters below, his devour was reduced to 0 cooldown and he used it as his second move. The cooldown timers don't properly update in the middle of his moves.

The CD was very likely reduced via his "rancor slam" special. Check the raid detail for further insight.

Same on T5, he devours whenever he feels like it, doesn't reset, etc..
