From my experience, Galactic War is based off of your highest level champion. For example, I am level 73 in game, but none of my champs are above level 59. I have won every GW for the last month easily. As my champs get stronger (items and stars), their level stays the same along with the difficulty of GW.
I haven't beat GW this week, today I didn't get past node 11, it's broken for me. Yesterday it was https://swgoh.gg/u/borderland/. I'm not in this guy's league at all.
This week I have gotten some form of GK, Thrawn, Wiggs, Zaul and Chaze teams. All maxed, all gear 11, so I just stew and get ****, I've spent a lot of $$$ to gear up, but this is frustrating. No, I don't expect it to be easy, but at least let me have a chance. I have yet to beat any chaze team, frustrating.
