I ran though the updated, but haven't found the answer.
We have a guild, doing rancor t6.
Newcommer join us, if he join us in raid will he get a reward. Is there a 'lock down' period and for how long?

If he came from another guild, he'll have to wait 48 hours to be eligible. If your raid lasts longer than that, he should receive rewards.

The 48 hour restriction was lifted when the "210 rule" went into effect.

He is allowed to get the reward now, except he has finished too many Rancor raids this week, which i don't think.

If you switch guilds, you are not allowed to get rewards if you did raids that cost more than 210k Tickets to open (i guess 210k Rancor + 210k Tank)

So if it's not his 5th T6 Rancor (5*50k), lights are green

He gets reward inasmuch as he participates in the raid attack. However, he won't be able to use more than 210 guild currency in that week. In another word, he would only be able to get rewards for 3-4 rancor raids in a week depending on the tier (t6 or t7).
