Mods explanation? Some attributes lowered

I just don't understand mods that much. Why are some attributes lowered when I put a mod on?

When it had a value like: Health 0.81%

Does that mean my health will go to 1.081 or 0.81?

Thanks guys

    Health 0.81%
It will go to (base health) *1.0081

Baae health does not include health added by gear at current gear level.

Mods only add to stats, not reduce.

Are you sure? It's the first time I hear about it

If you add a mod and a stat goes down when it looks like it should go up its prolly because you lost a set bonus

Yes it is why the % health defense offense seems off if you manually calculate it. I will see if I can find the dev comment. Basically any gear at the current gear level is not part of the base but is added to the base. It used to show like this in the stat section pre-mods. Once a gear level is finished it becomes part of the base.

Basically if you have a character at say g10 and they have an equipped gear that adds say +200 health and say the unmodded health is showing as 2200 health. If you add 5% health from mods than modded health would be
    (2000*1.05)+200

    Not
    2200*1.05
