Captain Phasma or Luminara

Currently have Luminara at 5* and Phasma at 4*... Who should I get to 7* first? Or should I alternate between the two?

Get phasma to 5 then go for luminara 7

I got Phasma to 4* then Lumi to 6*. Now I'm going to 6* Phasma since I use her as leader.

Lumi then Phasma.

Phasma doesn't even attack the enemy team the first two rounds, since he's buffing/ debuffing and isn't a priority target.

Lumi usually attacks the first two rounds and is a priority target, so benefits more from the extra stats.
