Qui Gon Harmonious Assault

In some instances Qui Gon's Harmonious Assault will not call an ally to assist. It happens mostly if one party member is stunned and there are no debuffs on any characters except for one character being stunned.

I have had it happen a few times when none of my toons were stunned. It cost me an arena match.
