Why is Resistance Pilot Basic Attack Inflicting Target Lock?

Nowhere on the basic's description does it say that it inflicts target lock, yet every time I use it, it inflicts target lock and sometimes expose. Is this a bug or a feature? Anyone else seeing this?

When looking at his ship, click on the skill next to his portrait ... "I'm On It!" It explains why this is happening and it is working as intended.
