Pirates in Droid Heist aren't tagged as Scoundrels

After the Boba Fett rework I was itching to try him out on the Droid Heist due to his general awesomeness and guaranteed double tap against scoundrels. And while he certainly did well (seeya Chewie), I was disappointed to see that his Basic didn't double tap 100% of the time, indicating that the pirate enemies aren't scoundrels.
So my question: Shouldn't pirates be considered scoundrels?

Pirates should definitely be scoundrels.

By lore they should. It would make Boba even madder on events though.

There's also some level or event somewhere with the raid Han Solo on the last wave. I think that's one of the omega events or so?
I've noticed my Boba fail to do his extra hits on that Han too.
Might be some scoundrel tags are just missing because they didn't matter much before the Boba rework.
