Is Teebo allies stealth skill broken?

I have a five* Teebo character to help my tie fighter pilot with survivability, but he never proc's stealth for allies. The skill is level five and it has a 50% proc rate, but it never proc's at all. Any help? I'm I mistaken about the skill.

My teebo triggers stealth for people. It is a leadership skill, you do have him leader? His other stealth attack only applies to him.

When borrowed from an ally, Teebos stealth leader does not work.

Yes it does. I use an ally Teebo all the time and he stealths my team like a leader should.
