Is Baze Malbus any good at 3*?

From what I read here and there Baze can be really good when maxed (is this true?). Now I have enough currency in the shard shop to unlock him at 3*. Now I don't see it happen anywhere in the near future that I get more shards of him because I only spend very little money on the game. Is Baze viable anywhere (Arena, GW, Raid) in the game at 3* when maxing his abilities and reaching certain gear level?

Depends on your arena. Definitely useless at mine. September 2016 arena

Maybe if you devote other resources to take him to 4* and give him really good mods
