Stars and when to level up a player.

As a character gets more stars, the modifier increases. Would that mean that I should wait until I get a character to 7 stars before I upgrade their level?


For example, if Chewie has a strength modifier of 3.1 at 3 stars and a 6.5 at 7 stars. shouldn't I wait until 6 or 7 stars to raise his level up to my current level? If you slowly raise his level like I currently do, am I making this player worse because I should have waited? Or does the new modifier just take your current players strength and use the modifier as you increase your stars and it doesn't matter when you increase their level?
