(Ships) Scimitar's Slip Through targeting mistake?

Maul's crew ability reads "Target ally gains Protection Up (50%) and Retribution for 2 turns, and all other allies gain Stealth for 2 turns." He cannot target himself with this ability; however, in all other areas of the game, "ally" by itself includes the character with the ability. So should he be able to target himself to gain Retribution? If not, if this is WAI, can this ability description please be changed to "Target other ally" to indicate the restriction? Thanks!
