Question about tactical genius

Sometimes when I give everybody tactical genius with ackbar then use biggs comrade in arms ability biggs won't go again.
I don't know if there is something I am missing or if it is a glitch.
The only time This happens is when I am using biggs wedge ST Han scarrif rebel pathfinder and ackbar all 5stars

I use this Rebel Team myself. Where were you when this happened? GW? Arena?
Is it a constant happening for you?

Are you hitting STH? He will reduce tm when he takes damage.

It will happen when hitting anybody and happens everwhere but rarely
