Humbling Blow

I have QGJ maxxed and level 66. He's got 140% potency but somehow he misses a lot of humbling blows even on GW with opponents far below his level. His other attacks rarely miss so what's going on with this attack?

Potency is just a multiplier, 140% just means the chance of it landing a detrimental effect are increased by 140%, it's no guarantee that it's going to proc, the target's tenacity also plays into it, reducing the chance of an effect landing.
Look at Dooku's numbers, he's 220% potency at gear VIII but he doesn't always stun, especially against non-jedi.
