Those two, plus Captain Rex, General Grevious, Emperor Palpatine, Princess Leia, and Lando Calrissian. There's some really big name characters on this list.

I applaud your efforts to go and find out every level 7 max ability in the game, you clearly put in a lot of work.

But what is to stop the devs from evantually putting a zeta onto an already level 8 ability, so that it goes up to level 9?

Nothing really, but it would sure be extremely weird for an ability to go to level 9 when others are still capped at 7.
