Phasma chief and dodge

I have some questions for us that i think can be very usefull for everyone.

Phasma power chief
Does his ability to proc an assist work for extra attack like dooku bonus attack, and assist calling for ig 86 (i speak about the character called, not the ig attack)

Dodge
This stat is very strange in this game, on my application, all my character get 0 dodge, and on swgoh cantina i can see that every character have a dodge number, but what this number mean ?
Can we translate him on a % ?

I'm actually thinking to do an Dodge team but can't go without Having more information.
