Cad Bane makes the most sense, since he is in in the login rewards. It would actually be a good precedent to put a chromium character in the login rewards and then make him/her farmable at the end of the month.

Some are farmable at a low rate and it is ok. It have to be hard to get some of the most loved or powerful ones.
Leia will be on hard misions probably.
