Is tfp's tenacity down guaranteed on a crit or does he still need potency

As far as is know tenacity down is unresistable.
He will need potency for buff immunity and ability block on his AoE.

I am lvl 62 and having a hard time with Chaze teams. From reading his kit and it seems he is the only one that is farmable at my level they may be able to help.

Thoughts?

tfp and boba are both good counters to chirrut and baze

Yeah Boba is nice but he needs help and my rebels are worthless agains that combo I'll start lvling TFP.
