Boba reviving at 100% tm

So I am facing Boba in my final GW node, and he continues to revive at 100%tm. I've killed him when he has had no tm, and 3 of my chars have full tm, yet he comes back at full tm, goes first, and kills a char, granting him bounty hunters resolve again. This has to be a bug. Please look into this.

Had this issue as well, not sure if it's WAI but if revived he shouldn't have full turn meter on revive
