Yes, 17 starting at stage 3, but costs also 10 energy then. Still better ratio

I think you mean tokens, 13 tokens.

No, it scales up with levels, so does the number of cantina tokens.

Level 5 for example gives 21 tokens and 4.5k credits with a supposed increase in your drop rate of the crucial tier III ability mats. Battles also cost 12 cantina energy.
