Who to give top speed p2/p4 rebel squad?

So I typically run Wedge (L), Biggs, Lando, JKA, and Leia for P2 and P4 of Normal AAT raid (my guild does a 0 dmg reset before these rounds to give everyone a shot to at damage). I'm moving around some of my mods and am wondering who it would be most beneficial to give my top speed mods to for raiding purposes? Do I give them to Biggs so he can get off as many Comrade-in-arms as possible, especially during topple? Lando or JKA so I can use their AOE to get to topple sooner and hopefully get extra topples? Or Leia to give extra opportunities to buff the team and protect them (in P4)?

I like fast Biggs. But a case could be made against that because he gets tm when crit. I also like fast Leia, so she can keep people with a buff in p4.
