Is Kylo Rens stacking speed unique working?

I've been playing around with Kylo in arena and I don't get the sense that his speed his increasing with the debuffs. It seems like he might get a speed boost when it gets back to his turn, but if he gets debuffed, sometimes 3-4 dots during the round, I don't think these are increasing his speed as they build up....

You're thinking of tm gains not speed.
