P3 Rancor Bug

I believe this was addressed or talked about a very long time ago... I haven't done a real damage raid in ages. But did one tonight. Went into P3 with 27% remaining and the Devour happened on his first attack. In the description of the raid it says this should start on a cooldown. But it did not.
