How is critical chance calculated?

Excluding specific effects like IG-86s, how do you know what the crit chance is for a character? Can't seem to figure this out.

I always assumed it had something to do with their physical critical rating for standard attacks and special critical rating for their specials. Higher the number, greater the chance? But honestly your guess is as good as mine.

someone posted before in a separate thread.. it may have been a troll post as no one confirmed it. he said it was crit rating divided by 20 plus your %bonuses. No idea if its correct or not
