Who to Place Cuffs On?

I have a G10 Maul missing the furnance and Mk 11 blast tech and a G9 Sith Trooper missing the Nubian scanner and Chednak comlink. Who should get a full set of cuffs? I am leaning maul for increased damage but am undecided. The next set I have is going to my TFP once he's gear 9. Waiting on a furnance for him.
