I imagine it would be similar to other events recently. Toon can unlock at low stars, but perhaps would require 7* at the top tier that would get you an extra star. Possibly defeating the 2nd highest tier gives you fleet commander blueprints to upgrade to the 7* ship there.
I still don't have any capital ships at 6*. And only have 3 7* ships overall. So I'm not near the max there either. But it certainly seems like this is the current state of the game, and seems a good opportunity to release a key toon.
