Why got Veers one but thrawn and Tarkin not?
Only while you needed some leader for trooper?

    Because Veers was trained to work with the troopers.
    Tarkin was in charge of the other Moffs.
    And Thrawn is a fleet commander in the tv show
    "ARE WE BLIND? DEPLOY THE GARRISON."

    Veers is specifically a ground commander in direct command of the troopers. Thrawn is a fleet admiral who gives the orders to Generals like Veers. He doesn't have much say in the specific actions of the troopers. Veers fights alongside them. And Tarkin is a politician with special responsibilities

    Their military ranks explains why.

    GENERAL veers (army commander..which in this game is troopers)
    GRAND ADMIRAL Thrawn (fleet commander, it is weird he is not a fleet commander in the game though)
    GrRAND MOFF Tarkin (political rank more equivillent to a governor of a large part of the galaxy, should not be fleet commander even though tarkin himself commanded fleets regulary)
