How do i get this char? Only thorugh luck or is it possible to farm somewhere some cards?

Gotta pull him from the Chromium packs and get lucky, sadly. That's it.

is he good? i've used him as an ally's support before and like the second turn if you make a kill move. just pulled a 4 star from chromium so i'm trying to find a place for him on the team if he's worth the lvling.
