Which ships actually use their target locking move first, on defense, and which of those are the quickest to do so?

It's not that bad, it gets +30 speed as long as it has protection.

Imperial TIEs always use their basic on first move on defense.(I haven't seen one using special first) So Imperial TIE. And it's the quickest to do so too. So AI is not that bad in this.
