Mods bought with credits vs mods bought with fleet tokens.

I've noticed that mods that are purchased with credits have a higher chance if having their speed upgraded than mods purchased with fleet tokens.

If that's true then I think we should know it so that we don't waste our fleet tokens. Can anyone confirm this?

I have noticed the mods that look more appealing to me are more often cost ship credits.

Mods no matter where/how they are acquired follow the same system for upgrading.

Ok, maybe I'm just paranoid cause I've gotten dozens of mods using fleet tokens and they almost never upgrade speed more than one time and both times I got credit mods they upgraded 3 times
