So far, only examples I Saw for a "nerf" was just the fix in p3 and p4 of the Sith raid for on damage abilities, I heard many many people got refunds for the nerf but was it more due to the expose nerf or something? He appears to have never actually been nerfed as a character, just his usefulness in the raid, which feels more like a fix?

Even that has him at the bottom of a long list of characters that were affected by the raid change. Sith Raid in general seems designed around countering/negating the kits of all your toons, so saying Sion got nerfed is really not seeing the forest for the trees.
In any case, tank raid used to be hard when it came out, with new mechanics beyond what rancor had. People were coming up with crazy teams like Chirpatine. Then they released zetas, and we got the Zader and Princess Zody teams. They fixed zFinn Resistance to work the way everyone wanted it to. They reworked Raid Han and introduced Thrawn, CLS, BB-8, JTR, HYoda and Wampa. They bumped max gear to g12. Now HAAT is easy. I'm sure after a lot of guilds bang their heads against the wall with STR, new counter characters for that will come out.
