Rose tico shipments

According to the last content update rose was being pulled from shipments and chromium packs. She just showed back up into my shipments at the top with the rest of the big hits. Not sure if the patch notes were in error or if she shouldn't be there.

    I believe that that note is only about the first 2 spots which will always be putting up the most recent marquee toon. toons can still rotate into the other spots where you can buy shards, just less often.
