Anyway that any and all raids could have the first hour unaffected by other guildmates?
Meaning within the 1st hour if someone kills the raid in 15 minutes, other guild members could still attack as if it was not touched at all and not having anyone attacking concerned about killing it too soon for others.

other than that and guild rules, they will not allow that to happen, it just doesn't work that way. It can be hard to manage, but with a little organization it can be worked out.
if they did as you suggest it would just lead to "unnatural" scores.
