Do Marquees come around again or is it tough luck for me? The marquee came out whilst I was in international waters with no reception

Not sure I'd consider this SOL, personally. I'd much rather be on a cruise for a couple days than have a character in a video game.

I always thought it curious that they didnt release the 4* pack again once the character went farmable. Id buy it for some people. Seems like a missed source of income to me.

This. The booze space-time is random and the OP needed another random reference as a Stocastic to statistically average the the events over the Ito integral to know what is going on... on average.
