I currently have zPalpatine, Vader, Thrawn, GMT, and TFP at gear 8 and 7 stars and ability level 7. Is that enough for R2D2 7 stars

With zPalp? Yeah. What are the other gear levels or are you saying they're all G8.

Should be doable with the zeta and decent speed. I had almost the same, but no zeta & RG instead of Thrawn at the time. I think only Vader was G9. It was less than 90 seconds.

Their speed are all from 170- 200. Thrawn is fastest at 199.
