Well, it's pretty easy to have a team of smugglers if you are working toward legendaries.
The vets, Han solo and Chewbacca, then you just nesd 1 more and lots of people went after L3 thinking she would be needed soon and reworked for a LS droid leader (especially reasonable considering she straight-up led the droid revolution in Solo - A STar Wars Movie).

Ooh. CUP is the new meta. GK, Anakin, Ahsoka, Padme and CUP. They did so many adventures with this guy. He’s a mainstay and under utilized character for sure. Hope he’s the monthly login, and his zeta will assist the team with his non-lethal takedowns.

So obviously, smuggler event = CUP meta.

They don't need a justification. And they've added multiple vectors for more credits, making the heists less necessary. Specifically, Grand Arena has pumped a lot of credits into the game.

Credit heists are a manual control on the game economy.
