When you go to mods it tells you what a recommended mod would be and then you can farm for it now through mod battles. But I have never seen anything in the mod shop that has a green circle telling me that I need that one.
I've never used the recommended mod feature so I'm unfamiliar how it works. But I just tried it and it is recommending mods from my existing inventory. I still don't see how this connects to the mod store.

But, mods are complete rng when levelling. it picks the best possible mod for you based on what it "assumes" is the best mod in your inventory for the particular slot.
It cannot predict the outcome of a mod that's not maxed, therefore cannot suggest you obtain a specific mod.
And I go to the mod store and it is there to buy, it should have a green circle telling me it happens to be available just like when you are getting gear from the shipments it tells you who needs it

How would the game know which you need?
If you have a toon at G6, and a slot open that matches the piece of gear, it gives that gear a circle.

I'd certainly like to have the option to turn it off though.
