    This is true.
    The GP is counted from people joining.
    It doesn't matter if they drop them. It matters if they don't join. And as joining is a player option, it cannot be prevented in any way not having all the members in the guild to join.
    As an example my guild with 42 members usually have only around 30-35 joined because we don't enforce joining as a requirement to stay in guild

    You can watch the TW war PG raise as people join during the phase if you don't believe this.
