At this point it is just such a huge waste of energy, even more so for those of us who haven't won the mod lottery yet and are constantly trying to catch up. Seems like an oversight at this point.

    At this point the fact that at level 85 I have to continuously go through my inventory and sell off < 5* mods is ridiculous, come at me :)
