Actually, it has everything to do with potency. Those TDs aren't irresistible just because they're inflicted by a unique. But it does explicitly say that Scavenger is inflicting them, so it's his potency that's used.
Edit: Similarly, C-3PO's relevant unique says "Whenever a Rebel or Ewok ally uses their Basic ability, they inflict Expose on the target enemy...". Thus, it's not based on 3PO's potency, but the inflicting character's (e.g. Han, Chewie, CLS)

CLS is still my arena. So this comes down to landing expose on bsf for me.
