TM overflow not WAI?

In a phase of LS Geo TB, I used GMY second special, which grants a bonus turn if other Jedi are present. I was targeting a regular B2, attempting to strip off an extra stack of droid battalion. Yoda hit with his AoE special, then attacked again due to the bravery ability for Geonosis heroes.
According to the new TM overflow protocols, Yoda should go first, as bonus turns Trump TM overflow. However, B2 went first and then proceded to start a TM train on my Jedi and absolutely wrecked them.
Anyone else experience something like this? Is this WAI or one of those extreme cases?
