new mods and fleets speed

Have anyone tried to speed up Nigotiator maybe with a 6-c MOD or 2 6-d MODs?

I think these upgrades do not affect fleet stats if I remember right.
Correct. Only the level (1-15) and dot count (1-6 dot) have any impact on speed of ships. Secondary mod stats are irrelevant in the calculation.
