Thrawn not loading for battles

When trying to do fleet battle my thrawn would not load properly. Progressive pictures show what the load out looks like from fleet battles. Then the thrawn that is assigned to ship. Finally my thrawn.

It's always been the G12 Thrawn in the pilot's seat for that mission.

Thrawn loaded properly. We're all supplied with the same capital ship and fleet commander.
