A guild feature should make the system disband a guild where all it’s leadership has been inactive for xxx (90?) days. These guilds are essentially “dead” without anyone able to initiate commands.
This would force the guild’s remaining active members to remain in circulation to help guilds trying to progress and would clean up the guild search results.
All accounts would remain, so nobody loses anything and can return to the game in the future and remake the guild if they want.

This part is also problematic. You are using the word "force" (correctly too, no problem there). It's interfering with someone's play style. If they want to sit in a dead guild for whatever reason, let them.
This. If players want to stay in a guild that cant launch raids or other leader/officer stuff, that is a choice they make knowing their leader/officers have not been active for X number of days.
I don't understand why the game should disband those guilds though. There is nothing stopping any player from leaving any guild at any time.
