Ultimate Mats not rewarded?

Has anyone completed tier 7 of a GL challenge only to not receive the ultimate material? It happened to me last week and again today.

    I’ve completed tier 7 of SEE 5 times and have 3 mats.

    There are only 6 tiers, and I'm not sure
