Voluntary Vanguard

I cannot get voluntary vanguard to mark my strongest character. Am I missing something or is this a glitch?

SLKR is immune to marked. Marked is considered a “taunt effect” and his Press the Advantage unique says “Supreme Leader Kylo Ren is immune to stagger and can’t gain taunt effects…”.

Everyone else still takes 30% less damage though.
