Fleet arena payout sniper who refuses to talk

Hey boys and girls,
There has been recently a Japanese player in our fleet arena shard who likes to snipe people's payout at all cost. We tried to reach out to him in-game many times but he DECLINEs the discussion every time. Is there a possible way to end this other than tit for tat?
